The cost of construction of the butts has also to
be borne by the Colonial Goverment. But that will not amount
to more than a few thousand dollars. I propose to provide a
sum for that also in the Estimates when the estimated cost
has been definitely ascertained.
In view of recent rulings as to the value to the
War Department of Military Reserves under which a valuable building site like that at Gun Club Hill is transferred per-
manently to the War Department for the sum of $28, I am strongly of opinion that no rights whatever except of user
at will of the Colonial Goverment should be given to the War
Department over land which they do not permanently acquire by
purchase or otherwise from the Colony.

You will observe that the Hongkong Rifle
Association which now shares the Naval Range at Kowloon is
provided for on these proposed new Ranges.
